not my first but despite putting 80% of my free time into it I could never finish a game in time...

no i meant get a working prototype.

I think the only requirement is other people must be able to use the engine

in the rules it says "All engines and frameworks are allowed - you can use Unity, Unreal, SFML, MonoGame, or something you made (as long as its available for others to use as well)"

I beleave so mostly becouse that exact program is mentioned in the other topic about creating sound effects. 

sad because i really love the idea of time travel

you know what i'm dropping out i am not even familiar with my engine and i should do that before making any real games

thanks half of the reason i asked was for others and the other is this is my first game jam

I am under the assumption it is basically ok so long as time acts a little funny compared to what we observe in life
